It's designed to fit around a standard 5.25" journal, and holds up to seven pens, pencils, markers or paintbrushes. The rubber strip that holds them securely in place is made from reclaimed bicycle inner tubes. Handmade in San Francisco, California.

While I get that it's designed to fit around a standard journal, I think it would make a much better gift if it actually came with a journal. I wouldn't want to give someone just the strap.

I've seen these in person, and they are very sturdy and well-made. The innertube rubber really grips your pens so they don't fall out. As far as this being an "I could make it myself" item, yeah, if you have a an industrial sewing machine and practice sewing rubber, it would be. For most people, no. And as far as being an incomplete gift without a journal--the folks I know who use notebooks would just regift a notebook I gave them, because they're using the notes in their own.
